The server I use uses a "foreign IP address filter" function to control access from overseas, but it should normally be possible to view the site.
However, I don't know the exact specifications, but if it's a VPN issue, you can view it via a Japanese VPN.
In addition, Direct links to content are also prohibited. The top page and menu page can be displayed directly, but any content thereafter cannot be linked directly. "Forbidden" will be displayed.
